Tim Creson
President and CEO

As President and CEO of Webber, LLC and its affiliates Pepper Lawson Construction, Pepper Lawson Waterworks, Southern Crushed Concrete and Webber Barrier Services, Tim Creson oversees all aspects of the company’s business and operations management. With over 27 years of experience in the heavy highway construction industry, Creson has proven success stewarding Webber’s 2,000+ employees and growing the company to the $850 million general contractor it is today.

During his tenure as president and CEO, and prior to that as executive vice president of operations, Creson has led many organizational changes to make Webber one of the largest and most respected construction companies in the U.S. These include building a strong leadership team, implementing operational and accounting best practices as well as a new compensation structure focusing the company on results. Out of these measures, the company saw an increase in morale and safety performance, which contributed to a vast improvement in turnover rate and ultimately Webber’s bottom line and its reputation in the marketplace.

Most recently, Creson was responsible for Webber’s acquisition of Pepper Lawson Construction and Pepper Lawson Waterworks, which enabled the company to diversify by adding vertical building and waterworks treatment construction to the Webber portfolio and allow the Pepper Lawson companies to grow.

Creson has also built a strong relationship with Webber’s parent company, Ferrovial, leveraging its vast resources and core competencies to allow Webber to grow profitably.

Prior to his roles at Webber, Creson held the title of senior vice president of operations for Austin Bridge & Road where he worked his way through the ranks serving in almost all areas of operations during his 23-year tenure.

Outside of his leadership position at Webber, Creson participates and sits on many boards including the American Road & Transportation Builders of America (ARTBA), Houston Contractors Association (HCA), Associated General Contractors (AGC) and the National Transportation Policy Advisory Committee, a joint committee with members from the American Road & Transportation Builders Association (ARTBA), Associated General Contractors (AGC) and American Association of State Highway and Transportation Officials (AASHTO).

He obtained his B.A. in Business Administration from University of North Texas and his Master of Business Administration from Southern Methodist University.

Jose has been in the heavy civil construction business for 20 years and has participated in construction projects around the world, including major P3 and Design-Build Projects throughout Indiana and Texas. Jose holds a Master of Science in Civil Engineering from the Politechnique University in Madrid and is also a graduate of the Chicago Management Institute at the University of Chicago Booth School of Business.

Curtis has been in the heavy highway construction industry for over 30 years and previously served as District President of Texas for SEMA Construction. He was named the 2012 Executive of the Year in Transportation by the American Business Awards. Curtis is also active in the AGC of Texas and served as the Austin Area Chair for 2 years.

As Vice President of Human Resources, Safety, Health and Environment for Webber, LLC, Mitch Beckman is charged with leading talent development and along with the leadership team, accelerating the company forward. With over 25 years of experience in the engineering and construction industry, and holds Society for Human Resource Management-Senior Certified Professional (SHRM-SCP) and Senior Professional in Human Resources (SPHR) certifications.

Todd has more than 29 years of industry and Houston-area experience and exhibits a keen understanding of the construction industry and a passion for developing and sustaining relationships. Todd leads the company’s strategy and operations, including client relationships, project management, field operations and support services. Todd began his career in operations, where he led projects ranging in size from $1 million to in-excess of $100 million, and has also served in business development and preconstruction roles. He holds a Master of Science in Construction Management from the University of Florida and he earned his Bachelor of Science in Construction Science from the University of Oklahoma. Well-known and respected in the Houston AEC community, he serves on the Houston Livestock and Rodeo Paint Horse Committee and is a member of the Katy Economic Development Council, Katy ISD Bond Committee, Houston ISD Foundation and the Texas Tech Advisory Board for Construction Engineering.

With over 25 years in the industry, Richard brings a wide range of experience from every aspect of the recycled materials, demolition and mining business. As Managing Director for Southern Crushed Concrete, he leads the company – that includes demolition, construction rubble recycling and mining at 18 facilities across the Houston, Galveston and Corpus Christi markets. Richard joined SCC’s parent company, Webber, LLC, as a Design-Build Manager in 2014 and grew into the Director of Project Controls position within the heavy civil division. Prior to joining Webber, Henderson served as an Area Manager for Granite in the state of Washington.

Atul is a 23-year veteran of PepperLawson Waterworks and through his leadership, the company now has offices in San Antonio, Dallas/Fort Worth, Houston and Austin. Atul learned the waterworks business from the ground up, beginning his career in San Antonio on the Salado Creek Wastewater Treatment Plant Expansion project. His experience is specialized in the waterworks business, using all types of contracting methods and advanced water technologies. He joined Pepper Lawson Construction in 1993 and within a year began building a team which has since constructed more than $1B in water and wastewater projects across Texas. A leader and innovator in the Texas waterworks community, Atul was a key player in the creation of TxWin in 2013 and is currently serving this owner-contractor support organization as its Chairman.

Prior to joining the Webber team, Mario worked for boutique litigation firms in the Houston area where he focused his practice on matters affecting the construction industry. He received his B.A. in English from the University of Texas at Austin (cum laude) and his J.D. from the University of Houston Law Center and is a member of the State Bars of Texas and Georgia. He is an active member of the AGC of Texas and serves on their Legislative Drafting & Review Committee.

Matt has been in the Engineering and Construction industry for 13 plus years. He is responsible for overseeing all aspects of finance and accounting for Webber, LLC and its affiliates Pepper Lawson Construction, Pepper Lawson Waterworks, Southern Crushed Concrete and Webber Barrier Services. Prior to joining Webber, Matt was the Corporate Controller for Kellogg Brown & Root “KBR” (a global engineering, construction, and government services contractor). During his time at KBR, Matt oversaw the day-to-day accounting and reporting for the company at the consolidated level. Matt also led acquisition, divesture, joint venture formation and other strategic activities while at KBR. Prior to KBR, Matt worked for Ernst & Young LLP in the engineering and construction audit practice, leading audits of global publically traded companies including Chicago Bridge & Iron “CB&I” and Technip. Matt is a Certified Public Accountant and obtained his B.S. in Finance and Accounting from Baylor University.

As CIO, Moises leverages his 17 years of experience in the construction industry to lead and oversee all aspects of Webber’s information technology, enterprise systems and information security. Moises obtained his B.S. in Civil Engineering from Texas A&M University where he specialized in Construction Engineering and Project Management.
